Rising Safety Concerns Involving Mini Bikes and Motorized Devices

The Delavan Police Department is urging residents to keep motorized recreational vehicles off public streets after receiving a recent surge in complaints involving unsafe and illegal operation of mini bikes, powered scooters and other small motorized devices throughout town.

According to police, one report even described a modified riding mower being driven “in a drag‑racing manner” on city streets — an example officials say highlights how quickly these activities can escalate into dangerous situations.

Police Chief Michael Evans said the department’s primary concern is public safety. Many of the devices being operated in neighborhoods are not designed or legally equipped for roadway use under the Illinois Vehicle Code. They often lack essential safety features such as proper lighting, braking systems, mirrors, registration and insurance.

“These activities create serious safety concerns for operators, motorists, pedestrians and nearby residents,” the department stated.

Officers will begin with an education‑focused approach, emphasizing warnings and parent notifications when juveniles are involved. However, the department made clear that repeated violations may lead to citations, ordinance enforcement or even impoundment of the vehicle or device.

The department is asking parents to talk with their children about where these recreational vehicles can be used legally and safely — and to ensure they are not being operated on public streets in violation of state law or city ordinance.

While some may view mini bikes or small motorized vehicles as harmless fun, police stress that the risk of serious injury is significant.

“We understand these activities may seem harmless to some, but the risk of serious injury to operators, passengers or innocent motorists is very real,” the department said. “We cannot allow unsafe acts that place the public at risk to continue unchecked.”
