Park District Hits Pause on Splash Pad

The Delavan Township Park District is tapping the brakes on its long-discussed Splash Pad proposal after learning the project did not receive an Open Space Lands Acquisition and Development (OSLAD) grant from the State of Illinois. The grant, which would have covered a significant portion of construction costs, was denied amid broader state funding pullbacks.

The Splash Pad had been envisioned for the now vacant lot at 1st and Pine Streets, the former site of Delavan’s swimming pool. Park District leaders had hoped both for stronger community momentum behind the idea and for state support to make the project financially feasible.

With the grant off the table, board president Becky Lowry told attendees at the Park Board’s latest meeting that it may be time to rethink the best use of the property.

“We were really hoping for more community support and for the OSLAD grant to come through,” Lowry said. “Since that didn’t happen, we need to look at where our resources can make the biggest impact—especially in places we already know the community is using.”

Lowry suggested shifting focus toward enhancing existing facilities and exploring new options that would serve a broader range of residents. One idea floated during the meeting was the construction of a multi-use building on the 1st and Pine lot.

The concept, still in early discussion, could include a volleyball court, a half basketball court, and a dedicated space for the district’s golf simulator. The facility could also solve long-standing infrastructure needs by adding storage and bathroom facilities currently lacking at the batting cages.

Board members emphasized that no decisions have been made and that community input will be essential as the district evaluates next steps.

For now, the Splash Pad project is on hold, and the Park District is turning its attention toward investments that strengthen the amenities residents already rely on—while keeping the door open for new ideas that could serve Delavan for years to come.
