City Council Moves Forward Unchanged

The Delavan City Council moved past weeks of uncertainty at the last meeting as Mayor Adam White formally ended discussion over the eligibility of Ward 1 Alderman Joshua Lusher—an issue that had lingered since questions were first raised in January. Addressing a crowded chamber, White said the time had come for the city to refocus on its core responsibilities.

“We are here for our constituents, and the overwhelming majority have spoken,” White said. “I feel we should move forward as a council together, onward to the things that matter to the city as far as our water, our sewer, our failing infrastructure, and a better tomorrow.”

White then turned to the council and invited dissent. “If anyone disagrees, please feel free to say so.” No member spoke. After a brief pause, White concluded, “Okay, then we’re going to consider this closed,” prompting applause from the audience.

With the matter settled, the council proceeded with its regular agenda.

An auditor from Ginoli & Co. LTD presented the fiscal year 2024–25 audit, outlining the city’s financial position and answering questions from council members. No action was taken Tuesday, but the report will inform upcoming budget discussions.

Public Works Superintendent Nathan Barnett then requested that the council consider implementing a parking ban on days when more than two inches of snow are forecast. Barnett noted that parked vehicles significantly hinder snow removal efforts and slow the department’s ability to clear streets safely and efficiently. Ward 3 Alderman Douglas Bury offered to work with Barnett to draft a resolution for future consideration.

In the final portion of the meeting, Ward 2 Alderman Joe Watts requested an executive session to discuss the future employment of the city administrator and the possibility of seeking different legal counsel. Following the executive session, an agenda item has been added to the February 17, 2026, meeting for discussion and potential action regarding the City Administrator position.
