Council Considers Chicken Ordinance, Approves Labor Day Event Permit

The Delavan City Council convened Tuesday evening, August 5, for a meeting marked by spirited public comments, a debate over meeting times, and preliminary steps toward a potential change in city code that could allow residents to raise chickens within city limits.

Public Comments Highlight Community Engagement

Mary Ruth Lowry, speaking on behalf of the Delavan Historical Society, thanked the city for its assistance in resolving a water runoff issue that had caused damage to the society’s building. Rainwater drainage from a neighboring property had impacted the ceiling and buckled the floors, but city intervention helped mitigate further damage.

Lowry also announced the Historical Society’s plans to refresh the Lincoln Mile markers throughout Delavan before Labor Day. The facelift will include new signage, post covers, and landscaping enhancements aimed at preserving the historical integrity of the markers while improving their visibility and appeal.

Sheila Minner, another Delavan resident, addressed the council in support of allowing residents to raise chickens on their property. “We live in a rural community,” Minner said. “We should be able to feed ourselves and our families as we see fit.”

Council Votes to Change Meeting Time

The council voted 5–1 to move future meeting start times from 6:30 p.m. to 6:00 p.m. Ward 3 Alderman Douglas Bury cast the lone dissenting vote, expressing concern that the earlier time could reduce public participation. “Most people work outside of Delavan,” Bury said. “Moving the meeting time up makes it more likely that fewer people can attend and be heard.”

Chicken Ordinance Discussion Deferred

The council reviewed a first draft resolution to amend the city code to allow backyard chickens. Alderman Bury raised concerns about the draft and presented a list of proposed amendments. He suggested the council first vote on whether there was sufficient support to allow chickens at all before debating specific language.

The council agreed unanimously to take a formal vote on the matter at its next meeting. If the measure passes, members will then consider the proposed changes to the city code.

Delavan residents who wish to weigh in on the issue of backyard chickens are encouraged to contact their aldermen and register their opinions before the next City Council meeting on Tuesday, August 19. Labor Day Event Permit Approved

In a unanimous vote, the council approved a special use permit for the Delavan Labor Day Truck and Tractor Pulls at Lake Park. The event, a local favorite, will take place over Labor Day weekend and is expected to draw residents and visitors alike.

The next City Council meeting is scheduled for Tuesday, August 19, when the vote on backyard chickens will take center stage.
